just before the windows loading screen comes out press f8 a few times until a screen comes out with a few options on how to boot up widows if you cant do it press it a bit more earlier, its always right after the last message before the windows loading, the option on top is safe mode, once you enter and logging in some cases, go to start, accessories, system tool, and system restore. then choose a date to restore to, i would go back about a week just to be sure. if that don't work your restore files have been corrupted and you will have to reinstall windows.

If your using WinXP then when you booted into Safe Mode, the first dialog box, if you bothered to read it, asks you whether you would like to boot into Safe Mode or do a System Restore.
Start > Programs > Accessories > System Tools > System Restore

Restart the comp. As soon as you see the logo keep typing F8. It opens the list of choices, choose the Safe Mode and wait. After you get your display go to Accessories from All Programs, there to System Tools and System Restore.
Do the same when you want to Defragment the disk.
