There is an saying in Russian that why get married if your neighbor is married.In your case,there is double reason.Sin comes in to play after an act has been committed and can therefore wait.Who knows, by then a new version of Bible may hit the news stand.Anyway,temptations have no meaning unless we yield to them.So,go ahead and have a double whammy.

If you two can establish a meaningful relationship that is mutually enriching, that would make you forget about coveting.

There is the definition of covet. It does not specifically apply to lust. It means to want something that belongs to someone else. You can covet your neighbor's Jaguar but would you really want to sleep with it?
Now, to answer your question, your neighbor's daughter, if she is of legal age, does not BELONG to your neighbor. She BELONGS to herself. (This is 2007, people. We don't barter our daughters anymore) If she isn't married then she belongs to no one so it would be impossible to covet her. But you can sleep with her all you want if she's willing LOL.
