Paint the walls a medium blue, use red & white bedding - stripes if you can find it - or red spread with white sheets. Use a red with white print bandana to cover a throw pillow.
For curtains buy red striped fabric and make no sew swags, then use a shade for night time privacy. You can even paint the shades with sayings like AHOY MATIE!
Buy the largest map you can. Mark and X somwhere (preferably on an island). Slighty tear the edges to create a frayed look. Wad the map up then straighten it out and use golden oak stain to 'age' it. Hang it on the wall - using thumb taks.
On the top corner of the bed (next tot he wall) but a basket that you line with some straw and have poking though (to be a birds nest) and find a fake parrot (stuffed perhaps).
Paint a wooden toy box brown (or if raw wood stain a deep brown) Then paint black bands (to mimic the straps) with gold accents.
Buy a pirate style hat in the toy dept and buy one of the wooden expandable racks (that accordian fold and can be use for coffee cups or coats). Use the rack to hold the hat as well as a couple of bandanas.
A small fishing net with some plastic fish, lobsters, & crabs hung close to the ceiling and a jolly roger flag hung on another wall will add a lot.
A small laundry bag can coral stuffed animals while looking like it is full of 'pirate' gear.
A sail boat or two placed around the room will add to the theme and an aquarium (or fish bowl) will complete the look.
I hope you have fun decoraing his room, but mostly your son has fun playing in it!

Try painting a mural of a pirate ship on one wall, complete with a Jolly Roger flying!

Well, you could always try to find a "treasure chest" to keep toys in... Is it "son's" or "sons' " by the way, because if you don't need the extra place to sleep you can turn the top bunk into a "lookout's post" or something. A fish tank can add to an aquatic theme as well, as long as you don't mind cleaning it.

Home Depot makes special doors with cartoon characters on them. They add alot to the room and your son would like it. Only problem is when hes 16 he won't like it anymore

It would be cool if you put a big black rug with a skull and cross bones on top of a blue (like the ocean) carpet
