Can an international student that just recently moved to the UK, get a provisional driver's license?

I know that if you are here only for a temporary amount of time you are allowed to drive with your country's license. However you have to carry with you your passport or other forms of identification like a visa. I woul however contact your bureau or department of motor vehicles to get more information.
