id try fdisk dos utility.
http://www.techrescue.net/guides/prepdrv4.asp
have a look there.
you can run fdsik from a floppy disk.
might be worth a try.
also you can download a free to try partitioning piece of software like partition magic that might be able to format it.
hope this helps.

It sounds like you are attempting to format your drive within windows. Instead you must format from a source that is outside of windows. Your XP installation CD will work for this.
First enter the BIOS and set the boot sequence so that the CD drive boots before the hard drive. Next, put your XP CD into the CD drive and restart the system. When you come to the screen that asks if you want to install XP now, click yes. On the next screen, follow the instruction for removing and creating the primary, (and or any other partition), that you wish to remove. After this is done, XP will want to format the drive, allow it to do so.
If all you want to do is format you must watch your machine because when XP has completed the format it will begin the installation process. For a simple format you want to turn your computer off at this time.
Just a thought. If you are running more then one drive it might be a good idea to disconnect all drives except "C".

Try formatting the drive from a Bootable disk, such as your OS disk. Also, you can also take care of this problem using a bootable floppy and FDisk. FDisk will allow you to delete and recreate the Partitions, which will ostensibly take away the reference to the folder.
This is a drastic step, and will basically get rid of all the information on your drive. Make sure you get a version of Fdisk which is compatible with the size of your Drive. (Some older versions won't work on very large drives.)

Because it is the C: partition you want to get rid of and keep the D: partition you have to delete the D: partition and then the C: partition. Then reboot and create a new primary partition C: and then format it and re-load Windows XP.

Get a new HD for your desktop. They are pretty cheap. Sounds like Chief might be a virus.
