sometimes. But I think you can actually make friends with someone at a health club rather than in an elevator.
If you say something and they say a full sentence back, rather than just a smile or "yup" then that means that they dont mind you talking.
Its kinda obvious when someone wants or doesnt want to talk, it shows in their body language.
But really, i dont like to be bugged at the gym unless its by that cute trainer over there . . . .

I don't think they are that similar. It is a matter of time span.

In an elevator, the time span is short, so i might understand that they are breaking the ice of silence.

At a health club, the time span is normally long, so i might understand that they are trying to kills the loneliness during activities or trying to share things with others, which might be intruding their privacy aslo.

Maybe you're chatting with people who are too winded to give more than a one word answer. I suffer from asthma which rears its ugly head when I'm trying to jog or run; if I'm on a treadmill attempting that and someone wants to talk with me, I'm not going to be able to respond much past "yeah".

At the gym I went to, I would walk on treadmills for warmup and chat with the people beside me. But the ones who were jogging or listening to headphones, I didn't talk to. I think chatting with someone helps the workout go faster, so I'm all for it.
