I was shy when I was young so I hope I qualify as a answerer. But rather than answer your question as there are a million answers I'll tell you to be more forward in reaching out to him. Make it easy for him to talk to you. Ask him a lot of questions you know he'll find it easy to answer - about school, friends, church etc. Ask him for help with homework from classes you know he's in or already completed. The more you seem approachable the more likely he is to approach.

well the guy i really like right now can be very shy. i kind of think its cute. but other times when they need to talk and they dont can kind of get earatating

Honestly, yes, they're my weakness. I just can't help but fall for them =] But I also like outgoing guys, but shy guys win the race for me.

I'm too old to have to get a guy to loosen up. I much prefer guys who know what they want and pursue it.

some do some dont. some say they hate cocky guys but really they like them.
mate take it from me, take each woman as they come. dont assume anything about them. women are very bitchy and can be very evil.. so get to know them first before making any moves.
