Insert the Windows disc, turn on your computer, and boot from it (it should come up saying 'press any key to boot from CD').
Once it's finished its malarkey, hit Enter to go into setup windows, and then format your drive from there.
Else, when it gives you option, hit R to go into repair mode, and type:
format c:\
If this doesn't work, then type:
fdisk
And follow the prompts.

Do you want to format hard drive before Windows XP reintstallation to do clean Windows installation? If so, you should start Windows XP installer from installation CD. There is wizard, you can remove old partitions at all and create new partition layout. Sure, if you have any valuable data (video, music and so on), you should copy it to somewhere in advance.

Make sure you've backed up everything you want to keep. Internet Bookmarks/favorite, additional fonts you've acquired, perhaps data & settings files of various software you plan to reinstall, etc. I suspect the disc you have is a recovery disc so that you won't have a true clean winxp installation, but a return to how the computer was when new from the manufacturer with the extra crap they like to install.

Don't worry about formatting, when you install the operating system from the system recovery disks, the program will format the drive for you.
