They may need to see a vet. The eyes should be opened and if some aren't there could be a problems like matter in the eye that can make them stick shut....which can signal an infection. At three weeks they should be starting to walk also.

Here is a nice website that lists the developmental changes by week through week 8. By the information you have given, they don't sound that old. According to this website, a kitten crawls around 18 days and stands around 21 days. The eyes should be open between 8 and 14 days.

Last fall I had orphaned kittens that I estimated to be about 12-14 days old..their eyes were open, but just open. I used this website to track their progress and to be sure I was feeding the proper amounts. The information was useful in determining when to introduce solid foods and start litter training.

Purrs to you and your tiny kittens.

Don't "help"! They will open on their own. Remember, Kittens sleep about 20 hours a day, so don't be alarmed. They will pull themselves around Mom to get a grip and feed, but they really wont walk on four legs until around 5 weeks. They're like human babies, so make sure the bedding is changed at least every other day to keep it fresh or they will get skin irritations. Good luck.
