What's the legal basis of this ?
I've never heard of any legal ruling that keeping 'more than 2 cats' is 'too many' .... of course if you are living in Rented accommodation I can see that you may have 'signed up' to something in your rental contract ... and I guess the local Council might be able to pass some ruling based on hygiene / safety / animal welfare ??
In any event, it would seem that your best approach is to understand the basis of whatever you have been told and then appeal to the appropriate authorities ..

Can't really help with an answer unless you can keep them inside at all times. We've done that with a couple of cats we had when we were renting and weren't allowed pets.
Maybe buy a few rat traps and place them appropriately around your neighbours yard (making sure you keep your cats inside until the neighbours have set them all off) - or maybe you just move to another house?

Contact an attorney-It has been ruled unconstitutional in many areas to limit the number of pets a person can have. I personally have 8 indoor cats and my vet states to me every visit that I take better care of 8 than most people do 1. The thing that most communities are trying to avoid is "hoarding" pets.

Reported you? Is it not allowed in your area to have more than 2 cats?
If it's not some legal thing then maybe you could buy your neighbour some cat repellant stuff, like those ultrasonic sensors that chase cats away.

some councils will allow you to apply for a licence/exemption to keep more than 2 cats, can i also suggest that you think about a cat run/confined area first to try and smooth things over with your neighbours...not sure where you are but catmax and catnip are two sites you can look up for further info.

if you can provide for the cats i dont see what the problem is they will just end up going to the overcrowded pound anyways. you should get all your cats fixed and tell your neighbor to mind his own business, if its not their problem and not on their property why are they making such a big deal about it. ive had 8 cats in a small apartment that needed homes but couldn't find any so i kept them instead of taking them to the pound and being locked in cages and they were well cared for and very healthy when i did find homes for them.
