Most states (including Florida, I believe) have no such thing as tattoo licensing.

You do, however, have to check with your local health department for regulations on what you need in your studio and also with your local OSHA department if there is more than one tattooist in the studio to see what their regulations on "employment" are - even if your tattooists are considered independent contractors.

Most states only require the health regulations be passed (including an autoclave for every certain # of artists, a biohazard room and single-use only needles for all clients, etc) and a business license to start up. Health regulations (state to state and county to county) may require you to register under cosmetology guidelines and have regular inquiries into client safety and overall cleanliness, as well.

Check in with the Department of Health and you need a certificate from a doctor - you have to be under medical supervision there. It's really stupid - people are doing dirty work out of flea markets but they have a doctor's certificate.
