Liechtenstein probably; smallest country and I think it has no military. Don't let the Vatican's Swiss Guards fool you with the fancy uniforms and halberds; they are actually very well equipped with modern weapons and very well trained. Very small number but are all Swiss Army trained and the work like a "mercenary" force and are leased to the Vatican for security. The various factions of the Catholic Church did not trust each other so hired them to provide security and no they are not required to be or necessarily Catholic; Swiss were neutral because it was multi-denominational in the various religious wars and factional Catholic politics.

You'd have to look at countries with tiny populations - Tonga, Antigua and Barbuda, Luxembourg, etc. Each with under a thousand active troops, and pretty much built around rifle companies and patrol boats.

But overall, I'd say East Timor. While their military is comparatively bigger than the above examples (around 1,500), they constantly suffer from crippling divisions - last year, roughly a third of the whole defence force deserted, were dismissed and then went on to cause violence across the country, fighting it out with the police, the remnants of the the military and trying to remove the prime minister.

That is a tough question. Tactically speaking, lack of air power for close support of infantry makes a military very weak. same with lack of accurate artillery or armor. But the main factor in my eyes is support for sustained combat. Without an infrastructure to manufacture bullets and deliver the bullets to the front lines, all the guns in the world are worthless. close to 80% of the US military are people who do not shoot guns as their primary job.

In conclusion, a poor country= poor military.

there are lots of factors to consider if we change the question to an easy country to conquer.... but the above is the simple answer.
