Because shampoo has soap/detergent that has foaming type ingredients in.People are under the impression that the more it foams up ,that the better it is and that it makes your hair cleaner ,which isnt true.,,,conditioner is made to creat a coating or film on the hair, to made a smoother appearance.

some brands do make shampoos with hair conditioner included. but soap foams and conditioner conditions .

Like people said, they're totally different products.
Think of it this way... Shampoo is soap, like what you use when you wash your hands. Conditioner is like the lotion you put on after you wash your hands to seal in the moisture. You don't expect your lotion to foam up into a lather, right?
