Ubuntu is recognizing my dual-core 1.9GHz processor as a dual-core 1 GHz processor:

I can't find anything in the bios, any advice?
Someone in the ubuntu forums wrote:
"could it be possible, that due to powersaving or smth like this, the cpu gets clocked down to 1000... so to reduce the heat production? ... try running something cpu bogging... and see then"

You think he's right?

Phew, it turns out he was right
I ran about 100 programs simultaneously and it went up to 1.9GHz

Motherboard, the information is not passed on properly in fact not even correctly set, go into BIOS setup at bootup and check it there, it happened before to me on a 4 year old system when I got it assembled.
