My grandmother is a former Canadian who lost citizenship though naturalization to the US. Under the newer Citizenship policies, does she qualify for citizenship? Does my mother? Do I?

No, you do not qualify just because your grandmother was born there. It can only happen if it is was your mother or father. It is the same with most countries. Your granmother will need to check to find out if she is still a Canadian Citizen as they do recognize dual citizenship, so she may have never lost it. Your mother I believe will have to meet the same requirements as you. Living in Canada for a certain # of years, taking a test, etc.....

Here's the Canadian link for you to contact and enquire with them about what you are wanting to know. Look under Citizenship section located on the left in the listings.
