So I walk into this room and there is this guy sitting with his legs completely apart. Sort of a 180 degree thing. Then, we talk briefly, and during this conversation, he lifts himself up a bit and repositions (perhaps his undergarment??) and his legs which are still 180 degree apart. What is he upto?

I'm going to ask you: do you really have to ask that question??? Just read what you typed for the description. Then think a bit. Take a sip of water, coffee, tea, or soda...then read it again.
In short, he's showing off his private area. (You will never hear me say this again) "He is trying to show you how big he is," hoping you'll be fascinated and be wooed by him.
I agree with #2...run away fast.
