After the advocate that has spoken to the Petitioner submits all the paper work the Marriage Tribunal begins the evaluation process. Not everyone is a priest. My husband is a deacon who serves as the Defender of the Bond for our diocese's Tribunal office.
Members of the Tribunal staff will be named to work on the case. He or she may contact the Petitioner or Respondent for more details concerning the marriage, requests for more witnesses, or additional information.
Members of the Tribunal will be assigned as Procurator for the Petitioner and the Respondent (think of them as representatives). In addition, another member of the Tribunal will be named Defender of the Bond. The Defender of the Bond has the responsibility for arguing the validity of the marriage. This is to guarantee equal rights for all parties and the Church. An appointed judge from the diocese will formally read the case.

It's a body within the church who will assist you with a problem you may be having either with your priest or school perhaps in the finer details of divorce/anulment/ interfaith marriage etc. For example; you may not be a catholic but your spouse or ex-spouse is and you are raising your children catholic and they are baptized catholic - you move to another town or city and the school says your children cannot attend because you are not a catholic.....now where did I put that phone #. This comes down to whether or not you are classified as catholic or not for municipal taxes. As long as one parent is catholic & pays the taxes accordingly the children cannot be denied education in a catholic school.
