You can safely ignore almost all of the previous answers except one,
Your magazine, IS jammed.
To answer your question "Why is that", it's because upside down, the rounds can gravity feed without there being spring pressure under them lifting them to the feed lips.
The Ruger 10-22 rotary magazine is prone to jamming if there is debris in it. Remove it from the gun and un-load it.
With a slim object, push in the follower as far as it will go.
Is there resistance?
Does it move smoothly?
Does it return to the feed lips smartly when you remove the tool?
Try spraying it out with WD40, loading ten rounds, and pushing them out one at a time.
If the next round fails to rise to the feed lips, there is an obstruction in your magazine.
If everything moves smoothly, the obstruction is clear.
If the magazine is still obstructed, and If you are mechanically inclined, you can disassemble the magazine and clean it, but the rotary design makes this a little difficult the first time you try.
Luckily, 10-22 magazines are cheap to buy and redily avalible.
If you cannot clear the obstruction,
I recomend you just buy a new magazine.

Why did you even bother trying to shoot it upside down? Thats my first question lol. But yeah I would take it to a gunsmith to have it looked at for sure. Well Ruger did make The Upsidedown rifle for 3 months but it was discontinued due to scope mounting issues. Hopefully you didn't get one of those! lol.

Not knowing what kind of ruger, i would say the hammer sear or spring is broken, but please take it to a qualified gunsmith you aint working on a car, if you do something wrong it could kill you

DOH!! you bought one of the rifles ruger made for shipment to china!! If you were there, the rifle would fire right side up!! LOL
Seriously, I'd get the rifle in for repair and not fire it anymore until it is checked and repaired.

That sounds pretty messed up, try taking to a gunsmith. Best bet says it will be expensive. If I was you I would just buy a different gun.
