Are you talking about being a retard if you buy a permit or shoot a bear? In Maine you can take a bear with a regular firearms license during the open firearms season on deer. Before deer season you need a 30 dollar permit. But as far as a bear goes its dead if I'm baiting it. Meat tastes great and you can certain body parts for $$$ to the Asian market.

Dear masked retard, I may call you masked can't I???
The permit will depend on what providence you are in, or if in the States the License, or Tag is set by the state. So you are asking a question that would be area specific. As far as the portion of your question regarding the who, anyone who desires to kill a bear legally is the one who would apply for the permit, license or tag, respectively. I personally Like the flavor of bear. It has a taste similar to pork but without all the health risks that you would encounter from drugged meats or goverment inspected and approved bactrially tainted meats. But hey if your prefer to risk your health on recallable meat, vegetables and other government 'inspected' products, go for it...As for me I think you would be a few shells short of a load risking your health that way. I think I'll keep hunting....

Oh, what kind of retard would make a salad from veggies pee'd on by undocumented 'guest workers'?

i hope your thinking along the lines of "what kind of person would want to come that close to a bear, because they are mean?" in that case, people with bigger cahonas than yourself. if you mean what kind of person would kill a cute little furry bear? then your an idiot and deserve the same treatment as a house rat.

try to live a little bit, because right now, your on the bottom of the food chain.

It is about $30 in Ontario. Mostly the kind of retards who like to eat meat. Pretty much the same reason anything hunts since the dawn of time, you bunny-hugger numbskull.

PS. He doesn't mean a tracking tag, he means a hunting tag.
