there is no one best time
some people prefer the mornings and others evenings
however, DO NOT go jogging after a medium sized to large meal
when you eat a large meal blood goes to your stomach to aid in the digestive process
if you try to excercise immediately after eating, you will be telling your body to send blood to two seperate places
(your stomach and your muscles)
simply put you will feel god awful less than 15 minutes into your run
just have a light snack such as fruit prior to
or
wait about 45min to an hour after a big meal

try eating a little bit about 30 min before a jog
try a banana or a piece of toast
don't load up
then after jogging have another snack or meal
this will help you recover from your jog faster

Whenever you feel the need to jog or run. choose a time that is best for you, and make it a ritual and try at first once a week, then progress. When ever you find yourself bored, stressed, or upset. take it out on the road with every step, you will feel better the further you go along the pavement.

Definately in the morning with the air is nice and fresh. It's horrible jogging during the day when it's hot inhaling exhaust from all the cars on the road during the day.

I jog late at night. I am self-conscious when I run, so i like to do it when it's dark out. It's very peaceful at night. Sometimes there are deer, foxes or raccoons out, too.
edit: I eat AFTER the run.

in the morning but don't go alone and I think it is better to eat after exercise, jogging alone can put you at risk for who knows what!

early morning is better than afternoon.
coz it's very cozy and you can feel life is good and god's bless. plus, you can feel you are in noiseless world but bird song.
However, better to take a light breakfast before.
