No. You don't use a toothbrush. You use toilet brushes, cleansers, sponges, mops (called "swabs"), floor cleaners and lots of sweat.
Your question brings to mind a fellow I was in boot camp with in Bainbridge, Maryland. He wrote home to his folks and told them that he joined the Navy because it was such a clean outfit, but now he wanted to get out because he just found out who kept it clean.

I never had to clean the head while I was in boot camp but I knew how much effort they put into cleaning it, so I made sure I cleaned up after myself. Most people are smart enough to keep it clean but you always have some dirt bags. You make sure they get put on cleaning the head for a while and they get the point.

lol. You don't have to use a toothbrush and once there everyone will have to take their turn cleaning the bathroom so most people will pick up after themselves.
