I want to get a tattoo to honour my father, with the phrase "father forever", but in Latin as he was a scholar of great intent.

You can say either "Pater æternum (Literally "Father eternally") or "Pater in æternum" (Literally, Father in eternity"). The Romans would have said it either way.

Semper means "always" in Latin but not "forever." The use of semper for "forever" is more characteristic of Italian (per sempre) but not Latin.
