No, if it was checked on by a potential employer, you could be charged with impersonating a police officer. Just having a CCW permit doesn't mean that you are in law enforcement, it just means you have a CCW. In most states, they require that you have a valid certification like in texas they have what is called a TCLose certification. Without it, you wont be hired. Why give a potential employer any extra ammunition to not hire you--stick with the facts.

No. It would be dishonest. If it "technically" isn't lying, it usually is obscuring the truth. Employers interested in you won't care, and if they do a deeper background upon seeing that and find out you were never hired by a police/sheriff's department, you are going to look like a real asshole.

Technically you may think you can, but wouldnt it look better to list it right? Show it as a community service or a special award or merit, and list employment as employment.
If they checked on your resume or job app. you would get a black eye by showing that you had experience, when you couldnt show the training or employment to back it up. Some employers would fire you for falsifying your resume or app. Then how neat would that look on your future resume?
