A bolt-action is easier to maintain, because you don't have to do nearly as much disassemble for normal cleaning. All you have to do is remove the bolt. The auto-loader must be disassembled into its major component groups for cleaning.

A bolt action is always much easier to maintain. And remember too, that a .22 rifle fires the dirtiest ammo out there. A bolt gun requires cleaning out the barrel,wiping down the bolt face and bolt, and basically just wiping out and lubricating the rest of the receiver/chamber area. A semi Auto requires a very complete strip and clean proceedure each time or it will jam and miss fire. I usually enjoy cleaning a firearm, and tearing one down to clean has become second nature. As a new shooter, you should have an experienced person showing and guiding you thru the steps to clean any new firearm you purchase anyway.

Bolt is easier but .22 semi-autos are easy enough to clean, I wouldn't recommend depriving yourself of a semi-auto you want just for "ease of maintenance". I Have a 10/22 Ruger, I have cleaned it only once, about 3 weeks ago and have had it since around 2001. I use Remington American made ammo and spray it with Rem-Oil when I am done... it shows no signs of abnormal wear or corrosion.
I would personally find a bolt action .22 boring. Bolt action is so slow, you need to make up for the low rate of fire with some big power... just my personal thoughts though.

what, a marln 60 needs maintainence? since when? i nver do anything to mine and ive put at least 10,000 rnds thru it without skipping a beat. i prefer my marlin 981t though. working the bolt is half the fun, its very satisfying to feel and hear it cycling. i get bored with the semi auto just rapid firing wasting ammo

Definately bolt. There are less moving parts to clean and oil, and also less parts to end up broken.
