It may seem rude but it actually isn't suppose to be. Now addressing an adult that way is. I was taught there is a way to address my peers and a way to address adults.

When people say that, it's used in a positive context. It's a greeting towards a friend, but if they were trying to make a pass at you, I suppose it was another stupid attempt to try to holler at you.

It all depends on who says it and how they say it. Some kids use it the same way as others use "buddy".
