But we are Pagan, our Clergy will not organize as a matter of faith.

Rent out a space and just start having services. With that many its too much for a house church. Unless you did small rotating groups.That works well, too. That way people get to know each other. But seriously, just look into renting out a place. If you band that many together it should work out swell. Publicize around town to bring everyone together. Its awesome to have over 500 of the same faith. Then you could buy, build. etc. a building soon. God Bless and good luck to you!!!!!!!!!!!!!

i can only give you a christian perspective if you are christians! 1st Timothy 3:1-12 tells you of the qualifications of an overseer,Find yourselves in agreement about who you want to lead you, and make sure he/she is of a good reputation, start meeting like the apostles did in the Acts, going house to house breaking bread, have prayer meetings, together and ask Holy Spirit to guide your next steps. He's so faithful everything will fall into place! give yourselves vision or a goal of what you want to do for the Lord. it must!!!! be in accordance to the Word of God and ask God to help you get there. And please above all!!!! LOVE each other and forgive each other, dont think your better than sinners, but try to reach them and love them, help them, restore them, be generous to them and do not become just another religious institution, but be different and powerful in the Name of the LORD!

Hire a School hall or something similar each Sunday and if you don't have a minister then elect a council of elders to lead you in your services until you can find one.

God will give you are leader. And if the leader does it right, all of you will shut up and listen to him. Forget voting and infighting, listen to the under shepherd. If God has a leader amongst you, he ought to be listened to strictly.
If you cannot go along with this, then that's what you don't have one.
