im small enough i don't want to get skinnyer

Three things:

1. 3-4 weeks is not very long, especially if you do not work out enough. How long do you work out every week?

2. You probably burned a lot of fat in your arms. Even if you are skinny, you have to burn fat before you can build muscle.

3. Make sure you are getting enough protein in your diet.

u r not losing arm mass if u work out 3-4 times a day.
but if u wanna notice a change in your arm size try doing high weight and low reps to bulk your muscles

You need to be sure you are eating appropriatly. Don't try to gain mass without eating properly. Also arms can be tricky because they are very individualistic. You have to lift heavy but also ensure a full range of motion and stretching of the muscle. You should have a light routine and heavy routine. Work your arms twice a week.

You cant spot reduce, your body burns fat from one spot then it moves on to another part of your body. Thats just how it is, you cant help it.
