Would depend on which island in the Caribbean [no "s" at the end] you wanted to stay on. Many hotels and resorts do not rent to Spring breakers or to people under 21. Be sure and check. Go to the website of the island you are interested in and find out what the legal age is.

The majority of countries in the world set 18 as the age when adults can drink. (The United States has the highest drinking age.)
If you can handle your liquor/alcohol go and have a good time. But keep in mind, many Caribbean islands have laws on the books about being drunk and acting disorderly. So if you can't handle your liquor, make sure you know your limit to avoid getting yourself in trouble... Just something to keep in mind. Enjoy your elixirs responsibly...
Ciao.

If you are looking for all inclusive, Mexico or Jamaica will be your best bet. Mexico, I would suggest Cancun as it is a great party spot for March Break. Jamaica, just be cautious as a number of resorts are family or couple type resorts. Have you thought of going on a Cruise? You get the all inclusive (food but not drink) but you can see a variety of islands. You can party in the disco on board or in the bars if you are in port at night. I would go on a Carnival Cruise as they tailor to a younger crowd. Have fun!

Hey go to Barbados or Haiti. In this country teenager drink with their parents and learn to drink wisely. I am Haitian and there's no rule regarding drinking in my country. In fact I start drinking since I was seven. I am not an alchoolic. Every time I go home my mommy always save a bottle of rum for me cause she knows my older brother will steal it. I am 19 now.
