The plural Elohim and the translated into english "we" of the Bible and Quran is a grammatical concept that is used in these languages to denote, power, strength and omnipotence. The grammatical concept is called "The Royal We", which is in fact singular but said in a plural manner to show the position that is held. It is also called "pluralis majestatis".

Eli means God, and Elohim, (eloheem), means more than one god. The same as the We in the Qur'an. The God we don't understand in the Old Writings were the Powers and Principalities. That is just an expression to show there is a government in Heaven. And they are not all perfect.
