my brother stole 400 dollars from me a couple months ago. how can I get him to pay me back?
and yes, I have asked him and yelled and stuff, but he wont.

I have involved my parents, but she wont make him budge either..

Can you involve your parents? That's all I can think of. Maybe tell his GF if he has one. I guess there's always the police, but that would be a last resort because it will cause a lot of friction.
Take it to the police - that's the only thing left to do. He sounds even worse than my brother, which I thought was impossible!
