Rom Premier Dinner Schiffsreise auf dem Tiber Fluss.

Premier and Dinner is used in German too, for dinner one can also use: Abendessen

It sounds like for/from a travel catalogue so I'd put it like this:

Rom: Kreuzfahrt (Schiffsfahrt) auf dem Tiber mit exklusivem Dinner (Abendessen)

It's not necessary in German to state that Tiber is a river. Premier means to me that a high quality dinner is meant and there is no real translation to it so I chose "exklusivem Dinner"
