I recently found this cat just above my house and i have fed it but whenever i get close to it, it runs how can i get it to come to me

By being very very patient. Go up there with some tuna and sit and wait, every now and then slowly reach into the tuna can and pick up a bit of fish, then throw it so it lands between you and the cat, decrease the distance between you and the fish slowly and the cat should eventually end up next to you

If you aren't in the mood to wait that long, go to a store and buy a 'live trap' set the trap, bait it with food and wait, once cat is caught you can come to the cat

Feral cats- which it sounds like what you have- don't let people pet them too readily. Keep feeding him, and letting him see you while he's eating. Eventually he will come to you when he sees the food.
