Because Carbon Monoxide is lighter than Oxygen it should be placed near the ceiling. But since it is the same weight as Nitrogen it could be placed any where.
Manufacturers recommend placing near the floor because there is always Carbon Dioxide in close proximity of Carbon Monoxide so any answer is correct.

Mine came with instructions to install it into a standard wall electrical outlet, or about 1 foot off the floor, and near a hot air register from the furnace.
