If mother doesn't know who father is, can she give a surname which ever comes to her mind. Assume she doesn't want a child to have her surname or surname of her parents?

You cannot just pick a random name for the last name. It is either yours or the fathers last name.

A child does not have to have either of the parents last name but BOTH parents have to be listed on the birth certificate. If one parent is not listed and you try to apply for any kind of government program they will make you acknowledge the non listed parent or refuse you participation in the program.
I have seen kids with both of the parents last names hyphenated, one family moshed their two last names into a totally new one, and I also have a cousin who just picked a last name she liked for her baby. Call and lawyer in your area and see what they say. Most will give a free initial consultation and might even be able to answer your question over the phone.

she has to use a real name. if the father is unknown, she must use her name. why would anyone just pick a name out of thin air anyway?

Yours is the legal name or the father ..then you can change it by deed poll through a lawyer...
