There are safety implications for other pilots on board?

Not legal anywhere. Some do it anyways but very rarely.

As soon as everyone is off the plane we go to the flightdeck and check the log book. Sometimes when we walk into to the flightdeck it smells like cigarette smoke. They crack open the smoke evac handle but the smoke smell is still there.

A few years ago, before 9/11 and the cockpit doors often remained open during flight, I observed the captain smoking on a flight to Atlanta. So I assume it must have been legal, since any passenger walking near the front of the plane could see him.

So what? I didn't have an issue with it. I say that if the captain or first officer wants to light up, let him. The last thing I would want is the captain on my flight craving a cigarette, anxious to get the plane on the ground. If he wants a smoke, so be it.

Once the doors are closed and locked, pilots can pretty much do what they want in the cockpit.

Pilots do not smoke on domestic (US) flights. They are subject to the same rules about smoking as passengers are.
