why would recently paved roads be bad? they have the most grip and are the smoothest surface to drive on. As fare as what conditions I would be afraid of is black ice you really can't see unless their is a street light shining on top of it.

Something that can be seen is not a problem.
Black (invisible) ice is expected every time the temperature drops.
Hole in the road? Go around.
Recently paved roads can be nice, yet they have drawbacks too. The freshest ones have little bits of tarmac and stones still on top. When wet, the oil from the tarmac slicks the surface.

Invisible ice (usually called "black ice"). You don't see it coming so you can't prepare for it. Very dangerous.
