ideas for 18 month old twins?

I need some ideas on stuff do do outside with 18month old twins. I only have a balcony because we live in the upstairs apartment. I also need some toys or other stuff we can do that wont cost a lot of money (since I have to buy two of everything). any ideas are appreciated.

Bubbles and sidewalk chalk (a good rain or a nice bucket dumped over it will take it away). They are usually a hit. Maybe a bug catching set? Although the chances of there being many bugs ON the porch are slim. Those are all pretty inexpensive. A little sand box might be cool too, just a small one in the corner maybe.

Here's a site that I love that has tons of activities for all age levels. The materials lists are generally things that you already have at home. Just click on the age, then click on the name of the activity for materials list and directions.
