Gold diggers usually give you something in return for your cash, but then this woman is getting cash from you for nothing in return.
Personally I wouldn't give any of my friends cash unless they were on hard times. If she doesn't ever hang out with you it doesn't even sound like she qualifies as a friend.
Stop giving her cash and move on.
Anyone who asks you for cash on a regular basis is a red flag in my book.

Honestly, I think you're an idiot for giving money away for the hopes of hanging out someday.
She's not a gold digger though, she's not leading you on or even fooling around with you.
She is basically using you platonically.......which speaks volumes about yourself.

Yes,personally i think she is using you for your money.The reason why is if she has time to ask you for money and not time to even go out as friends if shes a so call friend.That's not a friend that's a user she just hanging around for money stop giving her money and see what happens next.
