C. The blue jay is a secondary consumer when it eats the tomato worm. The tomato worm is an herbivore, but it is also the first consumer in the food chain so it's a primary consumer.

D. The hawk is a tertiary (third) consumer because it eats the blue jay which is a secondary consumer.

the blue jay is not correctly matched.
because, the tomato worm was the first consumer of the tomato. therefore, when the blue jay eats the tomato worm, it is the secondary consumer of the tomato, and the hawk is the secondary consumer of the tomato worm. understand?
