What should a woman wear to a black tie optional event?

This is an evening event starting at 9pm in San Francisco. Although it says optional, it sounds more "preferred". Is an A-line black satin dress, knee length, appropriate?

You will never go wrong with a cute little black dress. Be sure to glam it up with some great shoes and jewelry.
