There are several different popular configurations for elf costumes, but they usually have in common a really big shirt. These long shirts usually have scalloped or V-shaped hems and could serve as a dress for a girl elf or a shirt for a boy elf.
Elf costumes are often finished off with either pants or brightly colored tights, shoes with curly toes, and often a hat somewhat similar to Santa's hat in shape, but floppier (made from a less-stiff fabric) and coordinating in color to the rest of the elf costume.
Elf costumes are usually green, but you can often find green and red, green and yellow, or black costumes as well, depending on where you shop.

First, walmart sells the hats with elf ears. And then just buy a green shirt that hits him at the knees find a big belt, some green or red tights from the girls department or dye some. Then just cut out some little elf shoes from felt that would either slip over his shoes or his stocking clad feet. Easy costume.

Red or green fleece or one-piece pajamas. Add a belt perhaps? Red or green felt wrapped into a cone shape for a hat (might be a good idea to put a ribbon on it to keep it on). White felt to make a multi-pointed or round collar that can be put around the neck (or you could sew or baste it on). Voila! One elf costume.

Get a long red or green T-shirt and cut the hem into points. Then tie it with either a red or green strip of cloth for a belt. Get the opposite color of tights. You can easily make a cone hat out of felt.
Regular shoes.

Green or red footie jammies! Use felt and hot glue (if you don't sew) to add a little character and charm. You can even add a couple jingle bells! You can find cute little winter hats that kinda look like a jester's hat or you can make one out of felt. He is 2, so make sure he is comfy!

I'd use red or green sweatsuit or pjs. Then I'd use a winter hat and glue felt pointy ears on them. Paint his cheeks red...if you are really feeling creative, get some white felt or the white stuffing they use for pillows and try to make a beard.

Carters has some Christmas jammies out. Get red or green ones, those can serve as the tight pants. Then get some felt and a glue gun and some accesorries.
Watch Rudoph or even google it and look at Hermie for ideas.
