He could be 38 and a virgin and it will still be normal. Just beacuase alot of other people are losing their virginity at a younger age doesn't mean he has to. He may be waiting for the right person you never know. It is good he still is a virgin. Being a virgin is not bad at all. True that virgins are becoming more extinct lol but that makes it better. It's up to him when he wants to lose it or when it just naturally happens.

What is "normal"?
If we're talking statistically, no. I believe the average (or median, since there are some outliers that skew the range) age for men to lose their virginity is something like 16.5, and women's average age is 17.5
But there are a lot of groups of people who preserve their virginity -- some because of religious reasons (they want to be virgins on their wedding night, and if they don't get married early...) some because of health reasons, some because of family history, or some because the opportunity just hasn't arisen (no pun intended). So, unless he's got serious physical or mental health issues (which I'd say would make him "abnormal") he's just fine.

i was till i was 23 nothing to be ashamed of you would be surprised how many 22 23 or higher virgins there are out there it will happen when the write person comes along so don't worry about your friend he sounds normal to me

What's normal, everyone is different. Some lose their virginity early, and some never lose it. Monks for instance are celibate all their lives.

Tell 'ur friend' its completely normal its not a race.There is no age limit , waiting for the right person is better then wasting it on someone who just isnt worth it!

yeah, only if your a pre-doctor or pre-law student, lol, i know a few people that didnt even date in college and were smokin hot, because they would rather work on their studies...and of course religion is a factor, some people believe in merital sex...so they would get married after college around 25-30
