sounds like you need to find a sitter and go out yourself better yet make him watch the kids. Going out is only fair if both parties are able to go. You need to show him how that feels maybe he will go out less who knows.

I can't tell you how to live your life but you really need to consider if you really love him or not and weigh out the good versus the bad. A man that is mature and hard working would pay a whole lot more attention to his wife and kids instead of his friends. It's up to you to decide.

Since he's not working, then he can watch the kids and you can go out. What's good for the goose is good for the gander, and if he doesn't go along with that, then get a babysitter and go out anyway. It's time to take some interest in yourself.
