Aesop is saying that why bother asking another person for advice if you are just going to ignore it? What good to the world will that do if it is not shared.
The action aspect of advice is the most important part. It is like the old elementary school cause and effect. Advice is the cause, and action is the effect. There is no effect without cause, and vice versa.
Advice is useless without any intent to act, and becomes just another flaw in the makeup of our society.

basically, say you have this horrible problem and your skin keeps changing color.
Your doctor gives you a pill to make that stop happening, that's the advice.
Then you just leave it alone, and don't take any action torwards taking the pill so you'll get better,
therefore the pill (advice) your doctor gave you became useless because you didn't do anything (actions) to use it.

For me, that is like saying
"Do as I say, not as I do." Therefore, the advice would be useless.

it means I can advise you in what you should do over and over again but unless you act on it my advice is usless.
