They are judges that "create laws" by setting precedents, using existing laws and interpreting them in such a way as to create new ways to interpret laws. For example, Roe v. Wade was decided by precedent, it was decided by a judge in court initially.

They are people that are either Lobbyists or groups of people that rally to change court laws in the U.S.. The ACLU could be considered judicial activists.

Judges that use edicts outside the constitution with a long stretch of their own opinion to set a precedent case for future use. A good example is the length that courts have gone to to use the 14th amendment for everything besides its original intent.
