An insurance policy is a private contract between the insurance company and the policy holder. There is no cause for it to be public knowledge and no public data base that maintains such records.

if you had a accident was there a p/d report?
if so they will have there insurance information.
all insurance are required to send a copy of it to the state dmv. did you get the plate #

No, and not for a fee, either. You can only sue them in court, and see if they show up, or have a company show up for them. That's it. It's private information.
