Yes we are looking for 2 or 3 year old. So is this why many couples look outside of the us to adopt.

It isn't.
If you have something in your past that rules you out, such as a criminal history or poor finances, then it could be very hard. But, if you are a normal, responsible, person (or couple) then you should have no problems.
We adopted through the foster care system and now have two sons (brothers) 3 years and 18 months. It wasn't all honey and roses, but it wasn't the nightmare that some people say it is. Contact your local CPS department to see how to get started.

Good luck, you will need to advertise since most babies in the US are pre-adopted (mom releases baby to adopting parents before birth). Also, in most states, the mom can change her mind for 6 months!!!! If you are looking for a 2 or 3 year old you may be better off. Contact your local Child Welfare office and register to be a foster parent. When you finish the necessary clearance procedures (fingerprints, financial stability, job history, etc) you will have the opportunity to foster a child. If the foster becomes long term you will have the opportunity to adopt.

There are many ways of going about it.
You can "foster-adopt" Which I hear is fast and has less "strings" attached. You become a foster parent, Foster and adoptable child for 6 month to a year. then you have the right to potition the courts for adoption.
Average cost of adoption is usually no less the $20,000.00 to get started. Foster adopt is a bit cheaper, but you also have a higher rate of adopting a "special needs" child.

I dont know about America i'm sorry. But in Malta (island in Europe) it's quite easy as there are so many children of all ages waiting to have a family
