Assuming you would like to get a P&S camera, you may want to take a look of Canon G9. It supports RAW shooting and you can process your pictures on a computer the way you want.

Most cameras $200 and up have very good image quality. A better question would have been what cameras have what features. Take a trip to your local library and read Nov'07 issue of Consumer Reports. You'll get a better handle on cameras than what's best digital camera, quality pics.
Image stabilizer might be important to you, shutter/aperture priority, next shot delay and how much zoom might you want.

well with cameras you get what you pay for. as of right now the best digital camera would have to be
a: canon brand
b: 8 megapixels
c: 4x optical zoom
d: face detection
e: optical image stabilization
f: at least 1600 iso.
g: nice size screen
h: easy to use
i: red eye correction not reduction
j: fast reaction time( takes pictures fast)
the canon elph sd 870 has all these things and more. and it cost only $349
thats cheap for a camera that good.
i work at best buy in the digital imaging department so id know.
look it up if you dont believe me
now thats what i call a "best answer" i just told you everything and more.

Visit dpreviews.com and read their reviews of different cameras. Then visit a real camera store and handle the ones you're interested in. Ask the salesperson to explain the features and benefits of each model. Then BUY the camera from him/her*. Some real camera stores offer an hour or so of instruction with your purchase.
Even with that instruction, you'll still need to really READ & STUDY the Owner's Manual for your new camera.
* Admission of Bias: I work in retail sales and I'm paid on commission. Most salespeople in real camera stores are paid on commission so IMO its just not right for anyone to use their time and then buy off the internet.

Widely disputed.
I suggest something around 4-5 Megapixels with 3X optical zoom.
You can find that for under 140 bucks for a good quality one.
Now if you want to spend 5k we can talk about picture quality.
