I'm not really sure what you're asking, as evidently one taxing authority offset your homestead rebate (which would be a state rather than a federal payment) and applied it to something else.

Is the original amount owed federal taxes, or is it something else, such as child support or student loans? Knowing those answers is important to correctly answering your question.

On a side note, this person asked a legitimate question about a matter of concern to him. The last thing he needs to hear about is someone's personal political agenda. Those who promote a national sales tax (aka Fair Tax) should not interject their political and economic ideas into a thread in which someone is seeking a real answer to a question.
