You've been lied to. US Federal law is pretty clear on fully automatic firearms, whatever the brand, and the military M4, whether it is of Colt manufacture or FN manufacture, is considered a machine gun under Title 26 United States Code. Period. Fully automatic firearms (machine guns) manufactured AND REGISTERED before May 19, 1986 as "transferable" are the only fully automatic firearms regular civilians may own personally, whether they were in the military or not. This is why a transferable M16 is a 20,000 dollar firearm, whereas the military pays about 600 dollars each for them. Not because of the cost of the gun, but because of the legal status, and the laws of supply and demand (supply remaining the same while demand continuing to go up). A transferable Colt M16 will run you about 20,000 dollars. You can then send that gun to a Class 2 Manufacturer, who can replace the barrel and do the M4 upgrades to it -- even modify SOME of the stamping (but not the manufacturer, converting company or person, or the serial number) to appear and function identically to the Colt M4. But it will still be, for legal purposes, a pre-86 Colt M16. And some of those modifications may devalue what is a limited-supply collector's item. However, it's your money. You pay 20 grand for a rifle, you should be able to do what you want with it, I figure. Military status has nothing to do with it. Whoever told you that is probably trying to make himself seem special. Because the law is the law. Be careful about what this person tells you and I would recommend NOT making decisions based upon that individual's word or data without direct corroboration. Some people are just not fully trustworthy. Others are. You can spend a lifetime trying to figure out a reliable method for determining the two.

Well no, it isnt legal for a civilian to purchase an M4 carbine, but what is available to civilians is the AR-15.... semi automatic.... made by a few different companys and they are at any gun store near you, shop around I have seen them as cheap as $669 down where im at, this all depends on the sights and hand guards.... for a nicer model I will pay up to $1200.....

If you live in a state that allows machine guns you can get a transferable M16 and change the stock and upper receiver assembly to make it an M4. Prices on a transferable M16 start at about $10k, closer to $15k for a Colt. A good source for transferable machine guns for sale is www.subguns.com

depending on where you live, it is legal to own an M4 IF you go through the complete background investigation, and pass, then purchase a $200.00 tax stamp, and can find one for sale from a class 3 firearms dealer. Expect to pay around $6000.00 for one. Or, you can buy a semi auto version in most states for around $900 give or take a hundred.
